Actually, I was kinda surprised. It doesn't really jive with the philosophy of "If we deny loud enough for long enough that we did anything wrong, it will be true!" This is far too close to admitting that there was a screw-up.
I don't know. I kind of expected that Brown would be the sacrificial lamb. Now the admin can pretend like the inadequacies of the disaster response have been addressed, when in fact it's just the tip of the iceberg. And since he quit on his own, loudly proclaiming that no one pressured him to do so (yeah, right), they can still continue with the denials, and blame the liberal media for hounding "Brownie" into resigning.
I think he's more than just a sacrificial lamb. I think they are trying to retrieve the President's image as a "strong leader" by doing something decisive. If my theory is correct, then the spin will be a little different - they won't give the media get any credit.
